The parents are the ones to blame, for NOT watching their young closely enough, and, the kid still got run over and killed by a drive who didn't see him, because he's too tiny!  Off of the Front Page Sections, translated…

The driver for Taidong's Kids Alive International bus driver, Mao, on yesterday morning, drove the small bus across the Shihshan Tribe's Jiling Road in Taidong, he'd run over the two-year-old boy, Chang who was crossing the roads, the child died on impact, the child's five-year-old brother bore witness to his younger brother getting hit and dying on impact, he'd started crying hard.  Mao told the police, that he really, didn't see the child, got down on his knees to apologize to the family, the police and district attorney's offices will be examining the body of the child, and Mao the driver was charged with vehicular manslaughter.

The police found, that the child, Chang and his five-year-old older brother were playing outside in the yard of their rental home, Chang left the yard, and gone to the adjacent alley, as he was returning back, the bust driver, Mao was driving across the alley, and, hit and ran over the young boy.

The neighbors said, that they'd heard the five-year-old older brother wailing loudly outside, as they'd gone out to check, they'd found the younger boy lying, as Chang's mother heard and came out, started screaming and crying loud, not knowing how to respond to the situation, the locals helped her up, and assisted her to call the paramedics, but as the paramedics arrive,, the child showed no sign of life, that he was clearly, dead, and they'd not taken him to the hospital.

"I really didn't see him!", the forty-eight-year-old driver, Mao got down on his knees and apologized to the family, he said, that he was driving to the tribe, to help the foreign volunteers move the resources for the Children's Home, as he drove into the alley, he'd slowed down, then, felt that his wheels ran over something, then, he got out of his car, and realized that he'd, hit the child, the child was already, lying on the pavement.

The man in charge of the local borough, Chuang told that Chang and his family rented a home in the tribe, Chang's father worked odds and ends, his mother helped sold the breakfasts, to raise four young children, that they'd filed for assistance with the social services; the local county social services department told, that if the family is low-income, then, they will provide with the minor insurance pay-offs as well as the funeral charges, that they'd sent the social workers to see what the family may need.

And so, this, is the parents fault, because they should've been watching their young children closely, and yet, they were all busy, doing god knows what, and this kid ran out into the streets, and the driver didn't see him, then, ran him over, and the kid dies, and if the blames are assigned, the driver is to blame, sure, but he shouldn't take more blames than this kid's parents, as they should've been watching him more closely, instead of having his older brother, who's also a young child, watch him.
