Currently, there are around a little over 60,000 students with special needs, but due to the decline in birth rate, the surrogate instructors have a high turnover rate, and the students had to readapt themselves every year to the new instructors too.
The Unlicensed Surrogate Instructors are Only Nannies
Even if it's the special needs surrogate instructors, they are, also, really difficult to find. The assistant committee head of the National Special Education Commission, Chung stated, that due to how hard it is to find the certified instructors of special needs education, most of the schools, after they'd tried to find the qualified instructors, but couldn't, they can only resort to hiring the unlicensed instructors; a special needs educator in Nantou explained, that the surrogate special needs educator program are opened for regular school instructors to sign up, but, these regular classroom instructors usually don't have the trainings in the areas of special needs classes; the special needs educators in Yunlin even told, that after the third hire, the local government would open up for all college graduates to sign up, "for the schools, they're only, hiring the nannies", the professionalism is, worrisome.
Based off of the statistics of 2020 school year by the Department of Education, for the middle school level, the certified special needs instructor in Keelung are only sixty-five percent, lower than the national average of eighty-six percent.

The Educators of Normal Classes Took Up the Slots of the Openings of the Special Needs Instructors
Last year, the system of hiring for the special needs instructor halted, due to the outbreaks, and the cities had lot of vacancies, but there are the surrogate instructors who rushed over to the metro areas, and so, some of the schools can only find the regular classroom instructors who'd lacked the special needs education background, to fill in, but they can only, stand in to teach the academic sessions, and not able to handle the needs of the special needs education departments.
Chung also mentioned, that there are a lot of the cities, that had a lot of regular instructors that can't find a classroom to teach in, so they were assigned to the special needs classes and, there were the special needs instructors who couldn't handle the special needs classes, and turned to the regular classes to teach, but got reassigned to work as classroom support for special needs classes.
The Department of Education stated, that the special needs classroom instructors are reduced in numbers, causing the rate of the surrogate instructors' rate of staying on duty to get higher, the Department of National Education will evaluate the special needs instructors in their teaching, and continue to support and guide the local regions in hiring the qualified special needs instructors.
The Keelung Department of Education stated, that they planned to hire eight middle school formal instructor in special needs instructions, that the rate of qualification will be increased by sixty-five percent to seventy-five percent, that in the future, they will help the schools hire the qualified special needs surrogate instructors, and reevaluate these instructors qualifications each and every year.
And, this is what's happening here, this lacking, of special needs educator, and they're, filling in the slots with the instructors who were only trained to deal with regular classroom full of students, and this is just bad, because, this would not guarantee the right of getting a fitting education based off of the needs of the child individually.
