This report looks at how CTOs were being used in 9 boroughs across London between February 2019 and November 2021. It details the findings of our review, and highlights key areas of concern including people being on CTOs for years, a lack of care planning and access to advocacy services, and the disproportionate use of CTOs for Black British people.
