How the justice reforms are, totally, twisted and tilted, instead of giving the funding into helping the victims and their families, the government put all of the funding into reforming the convicted felons, to help them reform, to get them to be able to, get released, and start living their lives without, crimes…off of the Front Page Sections, translated…
Taiwan isn't quiet of late, there were, the murders that had, happened. What's distressing, is that the murderers showed NO sense of remorse, that killing was, their, natures. And the responsibilities of this, is partly because of the laws in courts, and the legislations signed into effect by the, government. My personal belief, is that these laws need to consider the human rights of these, "perpetrators", rather that focusing all of their attentions on the, "victims" of the crimes.
I'd worked for many years as the committee member of the Victims Protection Association of Hsinchu for many years, and encountered a ton of thrilling cases. We know what these perpetrators had done, knowing, that we needed to, correct their, behaviors (although it's not, with, enough efficacies); and yet, those who are, innocent who'd done nothing, wrong, were impacted, and they're the ones, shouldering the results of these, crimes. As we counseled the victims and the families of victims, we can only, stress to them repeatedly, that the society is still a safe enough place for them, that there's the compassions, the sympathies, but it's really difficult to explain, why the perps didn't get the punishments they deserved, that justice wasn't, served. The government's budgets to help the inmates exceed the money that the government puts in to help the victims by a whole, lot. A lot of the victims, they'd lost the resources they needed to live off of, the government's assistance only works for the time being, but in the long run, there would be, an enormous amount, and relied on the donations of the Victims' foundation.
The rule of thumb of law is to "not use violence against violence", that we should, try and reform the convicted, so they can all, return back to the society again. I agree to this, but, based off of the statistics of the offices of corrections, the repeated offending rate is between forty-five to fifty-six percent, it's too high. Although, another offense doesn't necessarily mean prison time again, but from these statistics, we can deduct: one out of two released inmates, would fall back into the vicious cycle of committing the crimes, again. Which showed, that the higher up government officials, didn't propose a proper working means, to correct the behaviors of the convicted. If the laws can't reform these individuals, and, the laws stated that they are, protected by not having the community, the society know about their, priors, then, there are going to be, more who become, victimized.
The district attorneys' office of Hsinchu kept on, trying to direct the Released Inmates Protection Organization to do its part correctly, but we hoped to provide more assistance to the "victims" of the, crimes. Please, the Central Government, do give the police officers, and instructors more rights, to help prevent the crimes locally, as well as, defend against the criminals. I pray that the government can give more assistance to the victims using protection commissions association, including psychological counseling, legal assistance, and financial assistance. At the same time, a more fitting damages repair systems should be set up for the victims, to ensure the victims receive the just amount of repatriation. The government needed to expand the cooperations between the agencies, the departments, including the government, the not-for-profit, as well as the private enterprises, to strengthen the cooperative means of the agencies, to fully, more completely, tackle the problems of the crimes.
We beg the government, before thinking about the law, human rights, DO care for the "victims" more than you care about, the convicted, felons.
So, this is on how there's a fully-activated system set up for the rights of the convicted, to ensure that they return back to normal (meaning no longer living that life of crimes) after they get released, which is a good plan, but, the government neglected the victims of the crimes, and their families, and that's what the government needs to change, instead of focusing solely on how to reform the inmates, they should, add more assistance plans to the budgeting in this area, but do they? Of course N-O-T!
Because that's how wayward everything is right now, we feel compelled to look after the prisoners more, to reform them completely, to make sure that they don't return back to that former life of crimes again, and at the same time, the victims' rights are, neglected, and that's WRONG.
